The Occupancy Certificate is issued by the municipal authority (or DTCP in Haryana) after final inspection, confirming the building conforms to sanctioned plans, all statutory approvals, and fire and structural safety. Possession is not legally valid without an OC — buyers should never accept fit-outs, key handovers or utility connections on a project without an issued OC. A partial OC covering specific towers is acceptable during phased delivery.
